15 Staff members of Diocesan Justice and Peace and Social Welfare/Caritas Commissions within the Ecclesiastical Province of Bamenda were in a Five Day Training, drilled on Results-Based Management (RBM) and Results-Based Monitoring and Evaluation (RBM&E).
This training organized by the Justice and Peace Commission of the Archdiocese of Bamenda from the 05th– 09th of May 2014 at the Paul VI Memorial Pastoral Centre, Bamendankwe (Bamenda) was facilitated by Mr. Ndeh Emmanuel, a Consultant from the North West Development Authority (MIDENO) – Bamenda. Participants came in from Justice and Peace and Social Welfare/Caritas Commissions of the Dioceses of Mamfe and Buea (South West Region), and the Archdiocese of Bamenda (North West Region). The unavoidable absence of the Diocese of Kumbo was regrettable.
The rationale for this training workshop was to enable participants fully master and incorporate the RBM approach in developing, implementing, monitoring and evaluating development initiatives within the Ecclesiastical Province of Bamenda and to properly manage project resources to achieve desired results.
Participants were introduced to the origin and importance of the RBM approach, and progressively to more specific issues on the RBM process like the RBM method and approach with stress on “Results”.
More so, they were also capacitated on how to distinguish and use “Resources, Activities, Results, Indicators”, “Outputs, Outcomes, Impacts”, “Development Results, Enabling Results, Management Results” with proper “indicators”, and on how to formulate and measure results using performance indicators, developing Results M&E Plans, and other important notions like strategic arbitrations, performance, accountability and responsibility.
Two data capture, analysis and reporting software (GrafStat and EFM) were presented to participants as effective tools for Results Monitoring and Evaluation. In a participatory manner, they were used to produce Data collection tools which were administered to the Women Peace Committee of Balikumbat in a field exercise, and the data collected were analyzed using these software.
At the end of the training workshop, participants resolved amongst other actions to;
- Carryout restitution of training in their respective Services
- Design and implement grassroots projects based on the RBM approach
- Adapt planning and M&E tools to the RBM Approach
- Link participants in a yahoo group (RBM Practice Community) for collective action
